Cross-Connection Control Program
The Florida Administrative Code (“F.A.C.”) 62-555.360, “Cross-Connection Control for Public Water Systems”, requires that all water utilities establish and implement a Cross-Connection Control Program to protect the community water system from contamination caused by cross-connections. This Program includes a written plan using accepted practices of the American Water Works Association (AWWA) Manual M14.
City of Punta Gorda Utilities (COPGU) is responsible for assessing customer's property for the potential of cross-connection with auxiliary water systems. When necessary COPGU will notify customers of actions required to comply with local codes which may include responding to surveys, installations, and testing notices. Customers who do not comply within guidelines established will be subject to code enforcement which may include temporary discontinuation of water service. COPGU is required to submit an annual statistical report to the Florida Department of Health.
Water Customers are responsible for maintaining their entire plumbing system in accordance with state and local building codes. Customers are also required to respond to the utility’s notification to install, test, and maintain any backflow preventer required by COPGU. Customers shall not alter their plumbing system without first obtaining a permit from the City.
Approved Technicians have a primary responsibility to COPGU. Contractors / technicians who wish to participate in the Program must provide technical qualifications and become approved prior to rendering backflow prevention related services to the utility’s customers. Contractors / technicians are required to participate in training and Program update meetings as may be needed.
